    Hi Han,

    API 752 allows to apply consequence-based or risk-based. You can choose one of them. In term of cost, risk-based is more cost effective than consequence-based. In green field development, you may have more flexibility.

    I agree with Slamet.  When using a consequence-based analysis your offset distance depends on the process, process conditions, and the occupied building properties.  A consequence only analysis may be sufficient if your hazard distances are small or you have a large site.  In many other cases, including sites with existing occupied buildings, a risk-based analysis (if done correctly) can save you from having to do costly upgrades or building a new building if the risk to building occupants is acceptable.
