I have seven years working experience in Refinery Unit Operation as a process engineer. I would like to ask about NEBOSH IGC certification. What is the scope of jobs in this certification, if your basic SAFETY experience is zero. How can i get a job as safety engineer after completion of this course with my (non safety) profile ?
I want to switch my career in SAFETY, what shall i do first?, to get proper into the entry position.

NEBOSH IGC mainly covers occupational health and safety topic e.g. fall protection, electrical safety, hazardous material etc. Its better if you go for NEBOSH Technical Certificate in Oil and Gas. Being chemical engineer It's better if you follow the process safety career path.

I just wanna make sure that after doing NEBOSH Technical Certificate in O&G (also IOSH), how is the scenario of entry level job in Safety Field? I know there is much competition in Safety Field, so is it good to spend money on doing such certification? OR shall i do continue as Process Engineer.

Bear in mind that NEBOSH is focused on Occupational Health, and the field of action is not exactly the same of the Process Safety.
There are some courses that could be considered if wanted to start a career in Process Safety. Check Sheffield University, Aberdeen University, Mary O'Connors, Ristek. Some of them are recognised by the UK IChemE.
Nicolie is correct to some extent because NEBOSH is a board for occupational safety and health, however in NEBOSH ITC for Oil and Gas they are focusing of process safety. This course is good as a starting point with low cost around $ 1000.
Courses from OMK Process Safety Center, Sheffield University etc are excellent but cost around $1800 to $3000.
Take any of these course to establish your baseline in process safety. Its better if you start applying process safety principles in your current job as process engineer and take some on-job-project from your supervisor related to process safety topic, like process safety incident reporting and data analysis, safety critical element identification or reconfirmation of such existing identification, plant layout review, process drain system review.......etc.
