    ​Is it common to have a Wobbe index meter installed in a refinery fuel gas system as a safeguard against fuel gas contamination / low heating value that might cause burners and pilots to be extinguished?

    Does anyone have experience in taking credit for a Wobbe index meter as a safeguard in a PHA for PSM purposes?  If yes, is it typical for a low heating value to be an alarm or to initiate an automated trip of the heater?  Anyone have experience with the reliability of such device and the potential for spurious trip?
