    Specifically, Chlorine Institute's Pamphlet 74, titled "Guidance on Estimating the Area Affected by a Chlorine Release" should be able to help with safety distances from chlorine leakage.

    You can find information on the levels acceptable for humans in the safety data sheet. By estimating your source strength, how large your spill or leak is, you calculate the safety distance from the spill. There is a free software from the EPA, Aloha, that can help you in estimating the size of the cloud in different weather conditions.

    The answer to your question depends on several factors such as wind speed and direction, whether the leak is a spill or a jet, etc.  Here's a source where you might find some useful information.  It's a book I've used over the years.  Unfortunately it's in my office at this time and I can't look up your problem, but I recall the book has a section on gas leaks.  Author is Daniel Crowl.

    Two possible sources for you. The "Emergency Response Guide" shows protective distances. The "WISER" app or the desktop version (https://wiser.nlm.nih.gov/) was my go to when I was in the fire service.  If you go to the planning section there is a section on protective distances.

    CCPS offers two free programs that can perform the release and dispersion calculations and help you answer this question for your situation. One is the CHEF Calculation aid (Chemical Hazards Engineering Fundamentals) and the other is the Risk Analysis Screening Tool (RAST).
