Processes for making Hydroxychloroquine

What are the processes for manufacturing HCQ?  If this drug is the silver bullet for the corona virus as some early reports seem to believe, then we are going to need a massive ramp up in production worldwide.  The patent on the most utilized form (Hydroxychloroquine sulfate as Plaquenil) has expired as it was prior to 1982. I have seen some more recent new patents which utilize different processes that utilize ethanol in the process.  What I am interested in finding out is how much ethanol is needed and what is the purity per mg of tablet produced.

I have a client that has a shutdown ethanol plant.  It was originally designed for fuel grade ethanol from grain.  What is needed to make it a pharmaceutical grade ethanol?

I believe pharmaceutical grade ethanol is made by hydration of ethylene. I don't believe grain-based alcohol can be purified well enough. Lyondellbasell hydrates ethylene to ethanol at its Tuscola Illinois site. Here's a product manual from when Tuscola was part of the Lyondell joint venture Equistar.
